The Situation
Air Force Medical Services (AFMS) made it a priority to maximize their annual third party medical reimbursements. To address inconsistencies in performance, AFMS identified contributing factors such as lack of staff, turn over, lack of training and up-to-date technology.
In need of a long-term, global solution, AFMS opted to outsource and Signature Performance was awarded a centralized five-year contract to support the OHI and Third Party Collections (TPC) programs for 31 Military Treatment Facilities (MTFs) across the United States.
The Signature Solution
Signature Performance quickly deployed our team of experts to review each MTF's program and identify critical success factors to quickly improve performance. Signature responded by initiating active insurance discovery, comprehensive billing and recovery actions, and established system-wide accounts receivable monitoring and follow-up procedures.
We continue to customize our TPC program, bring the best practices of the commercial sector to the Military Health System. We have: implemented Electronic Billing for inpatient, outpatient, pharmacy and clinic/laboratory/radiology services; developed proprietary Accounts Receivable and document imaging systems; executed ad-hoc programs to capture 40% more billable encounters; and leveraged our payer connectivity to drive automated claim status. This robust TPC solution has produced breakthrough performance which has been recognized by the Task Force on the Future of Military Health Care as a recommended practice for the DoD.
Signature Results
Signature Performance exceeded the five-year medical reimbursement target in just three years - two years ahead if schedule. Concluding our five year contract, we increased AFMS annual reimbursements by over 225%. These facilities use the funds to invest in much needed staff, medical equipment and supplies to improve patient health services. Signature is currently serving 27 Air Force MTFs across the United States under a new five year contract. |
